Impact! MPRC

Dear Colleagues,

Many strategies today that focus on preventing youth tobacco and alcohol use are taking an environmental approach. Simply put, that means that rather than focusing on each individual youth and his or her decision to drink or not to drink (or use tobacco), the approach is to change the community environment that either looks the other way, does not enforce laws already in place, or makes it all too easy for young people to obtain these substances. Although the outcome is focused on youth, this environmental approach really emphasizes adult responsibility. Adults are the ones who promote, provide and profit from the sale of alcohol and tobacco to youth. While adult responsibility is the focus of environmental strategies, youth play important roles in planning and implementing many of these efforts to create a safer and healthier environment.

This issue of IMPACT highlights ongoing efforts at controlling youth access to tobacco and announces a similar effort at restricting youth access to alcohol that will be happening in Minnesota through the support of a grant from the Robert Wood Johnson Foundation. These are exciting times, with some hazards along the way, as The Tobacco Subpoena page humorously points out!

I look forward to working with you to establish a healthier Minnesota environment that will protect our young people's dreams.
