Background:

The State of Minnesota, through the Office of the Governor and the Department of Human Services Alcohol and Drug Abuse Division, received a 10.5 million dollar Strategic Prevention Framework State Incentive Grant (SPF SIG) from the Federal Substance Abuse and Mental Health Services Administration (SAMHSA) in July of 2009.

The purpose of the grant is to develop a plan in which the State of Minnesota can support the overall goals of the National SPF SIG Program.

The three goals of the National SPF SIG Program are:

  • Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking;
  • Reduce substance abuse-related problem; and
  • Build prevention capacity and infrastructure at the State, territorial, tribal and community levels.

To meet these goals, SAMHSA has established a comprehensive five-year cooperative agreement to assist States in shifting their substance abuse prevention efforts to outcome-based prevention utilizing a five-step public health model, the SPF, and State-community partnerships.

Although the State is the recipient of this funding, 85 percent of the dollars will be passed through to local communities in the form of sub-recipient grants.
