Nicotine Addiction
National Institute on Drug Abuse Research Report Series, 1998
This eight-page report covers nicotine in detail. Nicotine's composition, addictive nature and extent and impact of use are discussed. Effects of chronic exposure to nicotine, as well as the medical consequences of nicotine use are presented. Special attention is given to the issue of smoking and pregnancy, and treatment for nicotine addiction is discussed. Parents who are "in the know" about alcohol, tobacco and other drugs have taken one important step toward helping their children make healthy decisions. This booklet suggests how parents can help prevent problems and provide basic information on the effects and health risks of commonly used drugs. A Guide to Tobacco-Free School Policies: Best Practices

This report and accompanying materials were designed to be used by school and community groups to review and revise local tobacco-free school policies and implementation procedures. Background on tobacco use and prevention efforts in Minnesota is provided, along with a discussion of the role of community and school. The appendices include Minnesota statutes related to tobacco-free schools, a discussion of zero tolerance vs. no tolerance, eight steps for schools to take to create tobacco-free school districts and a policy review worksheet. Pray for the Children Week-end: October 23-25, 1998

Pray for the Children is a grassroots effort seeking spiritual guidance and intervention to save children from the negative effects of drugs and violence. During Pray for the Children Weekend, people of all faiths from around the world will be praying for children to be drug free and safe, and for their families and caring others to have the strength, support and wisdom to keep children drug-free and safe.

People can support and participate in Pray for the Children by praying for the effort, spreading the word and planning activities for the weekend. Grants and awards

14 States awarded $122 million Health and Human Services Secretary Donna E. Shalala announced $122 million in incentive grants to 14 governors' offices to mobilize and coordinate state-wide efforts in preventing drug use among youth. With the announcement, a total of 19 States are now participating in the new State Incentive Grants for community-based action. This program supports governors in retooling their substance abuse prevention activities to achieve measurable results in reducing youth drug use. Minnesota is one of the 14 new states that will each receive about $3 million per year for three years. Five other states received these grants in September 1997. A full 85 percent of these funds will be directed to community prevention programs. See From the State, on page 8 for more specific Minnesota information. OJJDP grant awarded! Governor Arne Carlson designated the Office of Traffic Safety (OTS) in the Minnesota Department of Public Safety, to receive the Combating Underage Drinking Block Grant for $360,000 made available through the Office of Juvenile Justice and Delinquency Prevention in the Federal Department of Justice. A plan was developed with assistance from the Alcohol and Gambling Enforcement Division (AGED), Jaime Martinez from Hennepin County Community Prevention Coalition, and Jeff Nachbar from MN Join Together. The plan consists of three components addressing the program goal which is to prohibit the sale or the consumption of alcoholic beverages to or by minors. Because OTS was the designated agency for these funds, the team was also able to apply for discretionary funds addressing the same topic. These funds are to be distributed to communities creating a comprehensive plan addressing underage drinking. Minnesota submitted a proposal in July and will receive word before October if we were successful in obtaining additional funds. Red Lake Nation Receives
National Award
The Red Lake Nation has been selected to receive this year's National Rural Institute on Alcohol and Drug Abuse Harold E. Hughes Award for Excellence for "Outstanding Rural Community." The Red Lake Nation was selected for its "alcohol and drug-free nation status," and its comprehensive alcohol and drug abuse programming. In a letter of congratulations, President Clinton commended the Red Lake Nation's efforts, saying, "Your strong leadership and hard work in the fight against drug and alcohol abuse in Indian Country communities is helping to ensure that we have a stronger nation and a brighter future."
